The creation of Puerto Rico’s Communications Authority in
1942—while Rexford Tugwell served as Designated Governor and Luis
Muñoz Marín as President of the Senate in Puerto Rico—is the
starting point for examining the Puerto Rican government’s plans for
the development of the telegraph, telephone, radio and public
television. This project led, in 1961, to the creation of WIPM-TV,
